I had the same issue and was able to resolve the issue with this fix:
SHIFT Mod key not working - GSE: Troubleshooting - WoW Lazy Macros

  • Go into ElvUI and Action Bar settings
  • Look for the “Pick Up Action Key” (just under the general tab)
  • By default this setting is set to “Shift”, Select the dropdown list and select “None”

I have been able to reproduce the same issue by selecting ‘ALT’ and ‘CTRL’. If you have MODs for ALT and CTRL, then you need to use None. Play around with it and please let us know if it helped.
