you apply earth shied twice, it will be 1hr buff so no need to earth shield always.
You’re thinking of “Lightning Shield”. Earth Shield will disappear from the person it’s on, once they have been hit several times and needs to be reapplied again.

Protects the target with an earthen shield, increasing your healing on them by 20% and healing them for [(73% of Spell Power) * (1.2)] when they take damage. This heal can only occur once every 3 sec. Maximum 9 charges
So after the 9 charges are done, Earth Shield is removed from the target, so it does need to be reapplied again. It does not stay on them for an hour 
dude, it does not need to say need to stay for 1 hr. just look on your buff. it does not say also that need to rebuff upon death. no need.
Then I will be manually checking this right now to see if they have removed the 9 charges from the buff. Because the last time I played Shaman, you has ALWAYS had a 9 charge feature to Earth Shield since the creation of World of Warcraft.

So the charges are still there and the spell has never changed.
The reason you’re thinking this, is because you’re relying on ElvUI information, which is not showing it correctly. Put this buff on yourself and then go outside a city and let a mob hit you. You will see this buff disappear, once the 9 charges have been used up.

Let me double check the restoration talents to see if this changes the spell.
Oh you were indeed right, it’s a Restoration only talent for Earth Shield. My apologises as I’ve only ever played Elemental & Enhancement xD
