We use Actionbar Overrides. So if you want too reproduce it:
New Actionbar Override
Actionbar Buttons - ActionButton 1
Sequence - Your sequence
So that “binds” your sequence to actionbar nr 1 (make sure that spot is empty before you make this override)
Well I(we) bound a mousebutton to fire “1”
Normally your sequence starts when pressing that mousebutton, now I (we) can see the keypress on the bar from the mousebutton but the sequence wont start, unless we hover (or click manually 1 or 2 times)over the sequence icon in the action bar then it starts until you leave combat

I tried other guradian sequences btw…they have the same problem, but only on my druid and specificly as guardianspec if i switch to feral spec their isnt a problem with the feral sequences
