Spell not ready sound - Annoying!

I know that you can add the commands
/run sfx=GetCVar(“Sound_EnableSFX”);
/console Sound_EnableSFX 0
/console Sound_EnableSFX 1
but this does not seem to be working in Gnome Sequencer Enhanced updated version.
How are you guys making this happen???

just to clarify I’m not talking about error speech, just the sound a spell makes when its not ready, not sure how to describe that.
