Hey Guys ,
i just wanted to ask if it is possible to make a gse macro cast a certain spell if my energy is over a certain amount .

Nope.

You can’t add IF’s ANDS OR or Buts

GSE works within the limits of Blizzards API so if you can’t do it in a normal macro, you can’t do it within GSE. You would need to look at 3rd party software for that and not love your account if you go that way.
