The talent options there are really depend on the key they are running. Alot of them change that also depending on the size of the pulls they are doing.
Sha has made a really good video explaining when to use each talent, I defo dont think the macro needs changing at all tho.

This enhances the flow of the rotation and is generally better for single-target raiding. While the damage difference is often considered negligible, it provides superior sustain and smoother ability management
Harmonic Surge has been redesigned â Casting Celestial Brew or Celestial Infusion grants 2 charges of Potential Energy. Your next cast of Tiger Palm or Vivify consumes all charges of Potential Energy to cause a Harmonic Surge. Harmonic Surge: For each charge of Potential Energy, deal Nature damage to your target and nearby enemies, and heal up to 5 allies. Damage and healing increased per stack of Potential Energy consumed.
Potential Energy has been redesigned â Casting Keg Smash grants a charge of Potential Energy.
Coalescenceâs tooltip has been adjusted for clarity, and it now applies its own distinct periodic healing and damage effect.
Several tooltips have been updated to clarify that they interact with both Celestial Brew and Celestial Infusion.
These changes dont gonna impact the rotation at all, and number wise we donât have any data yet to know if itâs will be an improvement or not, i just hope it the start of more change coming to the MoH heroic talent for both tank and healing spec
Because the goal of that build was to be as tanky as possible, even at the cost of DPS and Chi Burst/Exploding Keg was weaker defensively than other talents choice(chi wave is more Hps, and ox stance is way better than exploding keg defensively for exemple).
But i could make a variant that keeps the same idea while being more offensive, with Chi Burst and more damage on Tiger Palm.
